New version of the framework that supports XML and Database facts, allows for much more message body evaluation and manipulation, allows for writing out BRE tracing information to the file system, and the pipeline component is now signed with a strong named key to allow for easier deployment of new versions.
To install this new version you will need to download the installer v1.4.0 and run it on your machine. If your BizTalk Server folder is not in the default location (within the x86 Program Files folder) then you will need to copy the BREPipelineFrameworkComponent.dll assembly from the "<installation directory>\Bin" directory to the pipeline components subfolder within the BizTalk Server folder, and you will need to publish all the vocabularies (only the latest versions if you don't depend on old versions) in the "<installation directory>\Vocabularies" folder using the Business Rules Engine Deployment Wizard. If you have installed a prior version of the framework on the machine then you might need to stop host instances/application pools/Visual Studio instances that might have a lock on the pipeline component file. Since the pipeline component is now signed and installed in the GAC this is the last time you will ever need to do this.
